With reference to my telegram of to-day's

date, I have the honour to enclose copy of a

despatch from His Majesty's Consul-General at

Shanghai, covering a despatch from His Excellency

the Governor of Hongkong in regard to the Fire

and Marine Insurance Companies Ordinance of 1917.

The deposits provided for in this Ordinance

appear to afford a proper safeguard against the

registration of companies with insufficient

financial backing, and I recommend the inclusion

in the amending Order in Council of a provision

for the exercise of the necessary control in regard

to companies operating in China.
